Police Responding to the Attack[1]


Current situation:

A shooting occurred at the US Immigration and Customs Enforcement (ICE) facility in Dallas, resulting in two injuries and two fatalities.[2] US Secretary of Homeland Security Kristi Noem announced the shooter took their own life after the attack.[3] The suspect, who was located on the roof of a nearby building, used bullets marked with anti-ICE messaging, according to the FBI.[4]

  • September 24, 2025/ Around 0640 local time


What is the current threat:

  • The Dallas ICE facility shooting will likely increase fear and tension among both personnel and detainees in ICE facilities and surrounding communities, undermining trust in the government’s ability to secure these sites. The attack will very likely increase debates over immigration enforcement practices, which media attention and public criticism will likely amplify, increasing pressure and stress on ICE staff.

  • The anti-ICE messaging on the bullets and the attacks’ media attention will likely increase the risk of copycat attacks by individuals or groups with similar motives. These extremists will very likely target street-level personnel, likely seeking out other ICE facilities to exploit perceived vulnerabilities in facility protection and threat prevention, such as proximity to public and unsecured buildings. This use of messaging in both the Dallas and Charlie Kirk shootings will very likely develop into a methodological pattern, which extremists will likely increasingly utilize as a way of broadcasting their grievances, very likely socializing more people to the ideologies of future attackers.

  • Threat actors in the digital space, particularly those on the far-right, will likely use this attack as narrative confirmation of left-wing extremism and violent tendencies, likely amplifying disinformation through public and private channels using bot farms. This narrative manipulation will likely fuel long-term conspiracies about leftist violence, likely making it easier to discredit future public announcements that contradict initial theories about the attack and other similar incidents.

  • Heightened tensions due to this attack and previous politically charged attacks, such as the Charlie Kirk shooting, will very likely intensify political polarization in the US, likely fueling cyclical attacks between far-left and far-right extremists. The tension and subsequent attacks will likely delegitimize governing institutions in the eyes of extremists, which will likely increase their perception of the government as unable to protect its citizens and enforce order. This erosion of legitimacy will almost certainly drive extremists to increasingly target law enforcement during protests, further destabilizing public order.

  • The Dallas ICE facility shooting will very likely inspire right-wing anti-immigration protests and pro-ICE/pro-law enforcement rallies, likely increasing unrest in major cities. These protests will likely generate counter-protests, likely increasing the risk of violence between the groups and necessitating an elevated law-enforcement response, such as anti-riot teams or a presidential National Guard deployment.
